Updated Scope - Financial Operations Package

What’s changing - V2:

  • Focus: Prioritise Finance & Accounting; remove strategic communications and legal advisory from baseline scope.

  • Reduced Operations: Retain a limited internal Ops component (SOPs/knowledge base, onboarding, light process enablement). No strategic comms. MNO outreach excluded.

Baseline Scope

  • Finance (242 hrs/yr)

    • Annual Budget Cycle Support — consolidate inputs; prepare for Council approval.

    • Monthly Cash Flow & Variance Reporting — 12‑month rolling forecast; variance commentary.

    • Grant/Treasury Disbursement Oversight — control checks; documentation; audit‑ready.

    • Expense & Reimbursement Processing — verification; ledger entries; monthly summary.

    • Finance Policy Documentation — treasury SOPs, approval matrices, compliance records.

    • Crypto Accounting — monthly close; reconciliations; correct crypto treatments.

    • VAT & Tax Compliance — filings on statutory schedule.

  • Internal Ops (61 hrs/yr)

    • SOPs & Knowledge Base maintenance.

    • Member onboarding workflow support.

    • Light process enablement around elections/membership drives (no strategic comms).

Surge

  • Capacity: Up to 138 hrs/year, unused capacity lapses at year’s end unless renewed.

  • Scope:

    • Operational: elections/membership admin surge, SOP/SLA stand‑ups, reporting lifts, onboarding bursts, backlog reduction.

    • Legal/Governance: light contract drafting/review, governance docs, compliance memos, audit prep in coordination with GC (no strategic legal counsel).

    • Finance surge: audit readiness checks, treasury process remediation, reconciliations, emergency reporting.

  • Activation: Written request by a Council Chair stating the objective and deliverables.

Commercials

  • CHF 8,500/month (102,000/year) fixed retainer for 12 months

  • Start: Immediately upon Snapshot approval and countersignature.

  • Interfaces: Coordinate with Fiduciaria Ortelli (no duplication) and TAO General Counsel (GC retains ecosystem-level strategic/risk remit).

  • Surge: CHF 46,000

Voting

  • YES: Approve the updated Finance Ops package (CHF 8,500/mo, 12 months) and Surge mechanism.

  • NO: Do not approve
