Community Update and Meeting Request Regarding Telcoin Holdings Banking Initiative

Abstract

This proposal requests that the Platform Council facilitate a community meeting with Paul Neuner, representing Telcoin Holdings, to provide an update on the development and progress of the Telcoin Holdings digital-asset banking initiative.

The community should be provided with an appropriate update regarding the progress of the initiative, key milestones achieved, its current stage of development, and anticipated next steps, subject to any applicable confidentiality, regulatory or legal restrictions.

The proposal also requests clarification regarding the quarterly reporting commitments established as part of the original banking proposal and associated agreement.

Specification

The Platform Council is requested to facilitate an upcoming community meeting or appropriate community forum session at which Paul Neuner, or an appropriate representative of Telcoin Holdings with direct knowledge of the initiative, can provide an update and answer questions from the Telcoin community.

The requested update should, to the extent reasonably possible and without requiring disclosure of confidential or legally restricted information, address:

  1. The current status of the Telcoin Holdings digital-asset banking initiative.
  2. The progress made since the original proposal concerning the use of Association resources to help secure financing for the initiative.
  3. Key milestones achieved since the original proposal.
  4. The current stage of development of the banking operation and its expected next milestones.
  5. The status of the financing and associated arrangements, to the extent disclosure is legally and commercially permissible.
  6. Any significant regulatory, licensing or operational developments that can appropriately be communicated to the community.
  7. The anticipated timeline for significant upcoming developments, where such information can reasonably be provided.
  8. The status of the quarterly reporting arrangements established under the original banking proposal and associated agreement.
  9. Confirmation of whether the quarterly reports have been provided to the appropriate Association/TAO representatives as contemplated by the agreement.
  10. Where legally and commercially permissible, consideration of whether relevant information from those reports can be communicated to the wider community.
  11. An opportunity for community members to submit questions in advance and/or ask questions during the meeting.

The purpose of this proposal is not to require the disclosure of commercially sensitive, confidential or legally restricted information. Rather, it is to establish an appropriate and reasonable channel for the community to receive an update on a significant initiative connected to the Association and to allow holders to engage directly with those responsible for its development.

Rationale

The Telcoin community operates within a decentralised and community-governed ecosystem. Transparency, communication and accountability are therefore important principles in maintaining confidence between the community, the Telcoin Association and associated initiatives.

The original banking proposal was significant in scale. It involved a proposal for 5 billion TEL from the Association Treasury to be used as collateral alongside 3.5 billion TEL from Paul Neuner, with the stated purpose of helping secure financing for Telcoin Holdings’ digital-asset banking initiative.

The original proposal also established an explicit quarterly reporting framework. The proposal stated that there would be quarterly reporting on escrow status, banking metrics and yield distributions.

The accompanying agreement further contemplated quarterly reporting covering matters including:

  • escrow status and changes;
  • banking-service utilisation metrics;
  • financial performance indicators;
  • regulatory developments; and
  • strategic initiative updates.

Given the significance of the Association contribution and the importance of the banking initiative to the wider Telcoin ecosystem, it is reasonable for the community to understand whether this reporting framework has been operating as contemplated.

The banking initiative has also progressed substantially since the original proposal. The project has moved from the proposed financing and development stage toward an operational digital-asset banking business, including the launch of US on-chain bank accounts.

This makes an updated community briefing particularly timely.

The community is therefore not simply requesting an update on an old proposal. It is requesting an update on an initiative that:

  • involved a substantial proposed commitment of Association resources;
  • established an explicit quarterly reporting framework;
  • has subsequently progressed into an operational banking initiative; and
  • remains strategically important to the wider Telcoin ecosystem.

At present, the community does not have a clear public record demonstrating the substance of each quarterly report contemplated by the original agreement. This proposal therefore requests that the Association clarify whether those reports have been received and, where appropriate, whether relevant information can be communicated to the wider community.

This proposal does not allege wrongdoing or seek to prejudge the success or failure of the banking initiative.

It simply asks for an appropriate level of communication regarding an initiative in which the Association and its community have a substantial interest.

A decentralised, community-governed entity should be able to provide its community with a reasonable level of transparency regarding significant initiatives involving Association resources. Requesting an appropriate progress update should therefore be viewed as a normal part of responsible community governance rather than as an adversarial action.

The requested meeting would provide an opportunity to strengthen community confidence by allowing holders to hear directly from the individuals responsible for the initiative, understand its current position and ask questions in an organised and constructive environment.

Implementation

  1. The Platform Council reviews and considers this TIP.
  2. If affirmed, the Platform Council or its designated representative contacts Paul Neuner and/or Telcoin Holdings to request participation in an upcoming community meeting or appropriate community forum session.
  3. The Platform Council coordinates with the relevant Telcoin Association/TAO representatives to arrange the meeting.
  4. A reasonable period should be provided for community members to submit questions in advance.
  5. Paul Neuner, or an appropriate Telcoin Holdings representative with direct knowledge of the initiative, provides an update covering the matters outlined in the Specification section, subject to confidentiality, regulatory and legal requirements.
  6. The Association confirms whether the quarterly reports contemplated by the original banking proposal and associated agreement have been received by the appropriate Association/TAO representatives.
  7. Where legally and commercially permissible, relevant information from those reports should be made available to the wider community.
  8. The meeting should, where practical, be recorded or otherwise documented so that community members unable to attend can access the information subsequently.
  9. Following the meeting, a concise summary of the information provided and key questions addressed should be made available to the community.
  10. No transfer of TEL or other Association funds is requested or authorised by this TIP.

This proposal is intended to be implemented through the Platform Council’s existing authority concerning communication and information

Thanks for putting this together. Transparency on the banking initiative is something we agree matters, especially given the scale of the original commitment.

To be clear on where things stand, this isn’t news to us. We’ve been in ongoing discussions on exactly this, both the substance of the banking initiative’s progress and the quarterly reporting commitments from the original agreement, and we continue to engage with the relevant parties on getting the community an appropriate update.

We appreciate the ongoing discussions. Can we ask what is the latest status on these discussions? What needs to be agreed upon still?

I am keen as an investor to see a meeting like this actualized as soon as possible BUT I am EVEN MORE KEEN for TDAB, Telcoin Association and any affiliated and related entities to be publicly seen & regarded as proper and legitimate entities and a part of that is transparency as stated and promised.

Maybe getting a representative to provide a status update is something that can’t occur reasonably soon but as a compromise, quarterly financial reporting/attestations to present day should be relatively doable in a short period of time, no?

Appreciate the follow-up and the patience. We don’t have specifics to share yet, discussions are ongoing, including on the quarterly reporting point, and we’d rather come back with something accurate than premature.

Has the quarterly reporting from the original banking proposal / agreement been received?
I am only asking for confirmation that reporting has (or has not) taken place. I am not asking for the contents of those reports or any sensitive information.
