Direct Confirmation of Quarterly Reporting
Purpose
This TIP is intentionally limited to one specific question regarding the quarterly reporting obligation contained within the banking proposal.
I am not requesting the contents of the reports, financial figures, banking metrics, commercially sensitive information, confidential information, or any underlying documentation.
I am asking only
Has the TAO received the quarterly reports required under the banking proposal?
YES or NO.
Why this TIP is necessary
My previous proposal raised a number of questions regarding the banking arrangement. To remove any possibility of confusion or ambiguity, I specifically narrowed my request regarding the quarterly reporting to a simple yes or no confirmation.
Despite this clarification, the response was that the Council could not provide an update at that time because discussions with Holdings were ongoing, and the proposal was subsequently closed.
This TIP therefore makes the request even more specific: I am asking only whether the required reporting has been received by the TAO.
Governance and centralisation concerns
I fully understand that the TAO may need to communicate with Telcoin Holdings regarding the banking arrangement.
However, I have a legitimate concern regarding the governance implications of the TAO being unable to provide a basic factual confirmation about its own receipt of required reporting without first discussing the matter with a separate centralised entity.
The question is not whether Holdings should disclose the contents of the reports.
The question is whether the TAO has received them.
If the reports have been received, the answer should be YES.
If they have not been received, the answer should be NO.
The community should not need to wait for a separate entity to be consulted before the TAO can establish and communicate whether an obligation owed to the TAO has been fulfilled.
Future obligations
This also raises a broader concern regarding how future obligations under the banking arrangement will be monitored and independently verified, including the upcoming SAFE note requirements.
I am not suggesting that the SAFE note obligations will not be fulfilled. My concern is about the process of verification and accountability.
If the TAO cannot provide a simple confirmation regarding an existing reporting obligation without first consulting Holdings, it is reasonable for the community to ask how the TAO will independently verify and communicate the fulfilment of future obligations.
Requested outcome
I am therefore asking the TAO to provide one direct answer:
Has the TAO received the quarterly reports required under the banking proposal?
YES or NO.
No confidential information, report contents, financial figures or commercially sensitive information are being requested.
The TAO should be accountable to the community it represents. TEL holders and stakers should be able to receive basic confirmation that obligations established for the benefit of the ecosystem are being monitored and fulfilled. Transparency does not require disclosure of confidential information, it requires accountability.
