Proposal: Community Update Accountability Framework

Proposal: Community Update Accountability Framework

Objective

To create a protocol within the Telcoin Autonomous Operations (TAO) that empowers councils to ensure Telcoin Pte Ltd meets its commitment to bi-annual community updates. This proposal addresses ongoing communication delays to restore timely updates, in line with the community’s expectations for transparency and accountability.

Background

Telcoin Pty Ltd previously committed to publishing community updates every six months, but the most recent update is overdue. Delays have understandably caused frustration within the community and impacted trust. This framework empowers the TAO to act on behalf of the community, ensuring timely updates and setting clear expectations for accountability moving forward.

Proposal Outline and Responsibilities

1. Immediate Follow-Up on Overdue Update

  • Action: The TAO will immediately follow up with Telcoin Pte Ltd for the overdue update, requesting:
    • Reason for Delay: Explanation for why the update was missed.
    • Revised Timeline: Expected release date for the overdue update.
  • Outcome: A forum post summarizing Telcoin Pte Ltd’s response, reasons for delay, and the new timeline.

2. Quarterly Follow-Up Protocol for Future Updates

  • Action: Each quarter, a designated TAO representative will check the status of upcoming updates with Telcoin Pte Ltd, ensuring the six-month schedule is on track.
  • Outcome: A brief Quarterly Follow-Up Summary on the forum, confirming Telcoin Pte Ltd’s progress or noting any delays.

3. Missed Deadline Inquiry and Reporting

  • Action: If Telcoin Pte Ltd misses a future update deadline, the TAO will submit an inquiry to clarify:
    • Explanation for Delay: Reason for the missed deadline.
    • Revised Timeline: New expected release date for the update.
  • Outcome: A Missed Deadline Report on the forum to maintain transparency and set new expectations.

4. Communication Status Tracker

  • Action: Launch a “Communication Status Tracker” on the forum or TAO website, displaying:
    • Scheduled release dates for updates.
    • Status indicators for updates: On Time, Pending, or Delayed.
  • Outcome: Regular updates on the tracker, providing a clear view of Telcoin Pte Ltd’s adherence to its communication commitments.

5. Enhanced Community Interaction on Missed Updates

  • Action: If Telcoin Pte Ltd repeatedly misses deadlines, the TAO will open a forum thread for community questions and concerns, to be formally relayed to Telcoin Pte Ltd.
  • Outcome: A Community Feedback Summary listing the most pressing questions, submitted to Telcoin Pte Ltd to address community frustration directly.

6. Council-Determined Escalation Measures

  • Action: If Telcoin Pte Ltd continues to miss deadlines, councils have the authority to implement stronger measures, balancing urgency with strategic discretion.
  • Possible Escalation Measures:
    • Increased Transparency: Require monthly updates on specific projects until regular six-month updates resume.
    • Community Reporting: Publish a report summarizing Telcoin Pte Ltd’s missed commitments.
    • Governance Adjustments: Propose governance changes to enhance oversight of Telcoin Pte Ltd’s communication obligations.
  • Escalation Process: Councils will determine the need for escalation based on Telcoin Pte Ltd’s responsiveness, with prompt escalation as a demonstration of TAO’s commitment to transparency.

Implementation Timeline

  • Immediate Action: Follow up with Telcoin Pte Ltd on the overdue update.
  • Quarter 1: Launch Communication Status Tracker and initiate the first quarterly follow-up.
  • Quarter 2: Collect community feedback if updates are missed.
  • Quarter 4: Publish the first Annual Accountability Report and Community Satisfaction Poll.

Expected Benefits

  • Urgent Response to Current Delay: Immediate follow-up on the overdue update demonstrates TAO’s commitment to restoring timely communication.
  • Consistent Follow-Up: Quarterly check-ins prevent future communication gaps.
  • Increased Transparency: The Communication Status Tracker and quarterly summaries keep the community informed.
  • Flexible Enforcement: Council discretion ensures prompt action if communication lapses persist.

Conclusion

This Community Update Accountability Framework empowers the TAO to act swiftly, starting with an immediate follow-up on the overdue update. Structured follow-ups, a visible progress tracker, and council-directed escalation measures address community frustration and uphold the transparency that Telcoin’s community expects. Ultimately implementation and structure should be left to the councils discretion, however in my view there is a clear and arguable need for a mechanism that makes the TAO formally obligated to regularly inquire on the status of the bi-annual updates from Telcoin Pte Ltd and communicate with us when updates are not going to be delivered in the time-frame previously established by the company.

NB: It’s not really good enough that I have to make this proposal in the first place, why are we still allowing Telcoin pte ltd to release updates when it feels like it rather than on the schedule the company outlined to the community numerous times.
