Overview
This proposal seeks approval and support to expand live streaming coverage of council meetings by broadcasting simultaneously on X Spaces (formerly Twitter Spaces) and YouTube. The goal is to increase public accessibility, engagement, and transparency by leveraging existing free streaming technologies to reach broader and more diverse audiences.
The project will utilize OBS Studio, a free and open-source streaming platform, combined with multistreaming tools such as the Restream plugin or OBS’s Multiple RTMP Outputs plugin, to broadcast live council meetings from Discord or other meeting platforms across multiple social media channels concurrently.
Purpose
Current council meeting broadcasts are primarily limited to single platforms, which restricts audience reach and engagement. Expanding to X Spaces and YouTube will:
Enhance real-time public participation and awareness by meeting audiences where they are active.
Provide redundancy and resilience in streaming, mitigating risks of platform-specific outages or content removals.
Foster greater transparency and community trust through accessible, multi-platform coverage.
This initiative supports the council’s commitment to open government and digital inclusivity by modernizing meeting dissemination methods without incurring additional costs.
Scope of Work
Configure OBS Studio for live streaming council meetings, integrating audio and video feeds from Discord or other meeting software.
Implement multistreaming capabilities using free tools such as the Restream free tier or OBS Multiple RTMP Outputs plugin to broadcast simultaneously on X Spaces and YouTube.
Develop standardized streaming workflows and provide training for staff or volunteers to manage live broadcasts efficiently.
Monitor and moderate live streams to ensure compliance with platform policies and community standards.
Engage with community via real time streaming chat to answer questions.
Archive streamed meetings for on-demand viewing and maintain accessible records.
Promote the expanded streaming options through council communication channels to maximize public awareness.

Stream Moderator: Role, Access, Hours, and Compensation
Role & Responsibilities
Manage technical aspects of the broadcast.
Oversee live chat moderation and enforce community standards.
Act as a liaison between the audience and council members by relaying questions and comments in real time.
Archive streamed meetings for on-demand viewing.
Access & Security
Requires administrative access to all official Telcoin Association streaming platforms (X, Discord, YouTube).
Must sign a Non-Disclosure Agreement (NDA) due to access to sensitive information.
Must demonstrate working knowledge of streaming technology and moderation.
Estimated Hours Per Meeting
Production Time: 1.5 hours (setup, testing, technical management)
Live Moderation: 1 hour (real-time chat engagement, moderation)
Total: 2.5 hours per stream
Compensation
Compensation for the moderator/producer is at council discretion (e.g., fixed stipend per meeting paid in TEL at a set valuation, hourly, or volunteer-based).

Case-Use Test Results (April 17th, 2025 Council Meeting)
A case-use test was conducted during the April 17th Telcoin Platform + Treasury Councils meeting to assess the potential reach and engagement of live streaming using BZ’s Twitter handle (@roordad):
Audience Reach: Average 150+ concurrent viewers, peak 400, from a base of 400 followers.
International Engagement: X users from 15 countries tuned in.
Community Interaction: 3–4 comments relayed to the council for direct response.
These results indicate strong potential for increased engagement and broader reach through expanded multi-platform live streaming.
Closing Notes
By adopting multi-platform live streaming using free and low-cost technologies, and by appointing qualified, NDA-bound stream moderator, the council will significantly enhance public access to governance processes. The only potential recurring cost is for a multistreaming subscription (estimated $16–$19/month), which is not a necessity at this time. Moderator compensation is left to council discretion, with an estimated 2.5 hours of work per stream. This proposal aligns with transparency, inclusivity, and innovation, ensuring council meetings are widely accessible and securely managed. Approval and support for this initiative will modernize civic engagement and strengthen community trust.
In the interim, I plan on streaming the platform council meetings until a further source is identified. I’d like to request that the official TA/TAO social media handles simply reshare the live stream to help continue to grow the reach.
Eventually, we would want these channels hosting the live streams. I understand that requires access as outlined in my proposal.
Can you please advise what next steps are and how long the consideration process is? It’s unclear on the council proposal guidelines as to when to expect an official council response.
